North Korea, Kim Jong-un, and East Asian Security: A challenge with few good options

It has been over a decade since Kim Jong-un began his rule of North Korea after his father’s death in 2011. In that time, he has consolidated his political power while ruling with an iron fist and draining the economy that continues to struggle. In 2022, Kim made his intentions clear on nuclear weapons declaring the United States can keep sanctions in place for 1,000 years – North Korea will never give them up! Kim also grabbed headlines in September 2023 with a trip to Russia where he met with Putin to cement a deal for ammunition and weapons to supply the Russian army in Ukraine. These are signs that a nuclear-armed North Korea is a problem that is here to stay and will remain a serious challenge not only for regional but also global security. This presentation examines the current state of North Korean politics and economics under Kim Jong-un along with the continued growth of its nuclear and missile programs. The presentation will also examine North Korea’s ties with China and Russia and conclude with an assessment of the options for dealing with North Korea in the future.
Terence Roehrig is Professor of National Security Affairs at the U.S. Naval War College. In addition, he is an adjunct professor at the Harvard University Extension School and a non-resident expert with the Center for Korean Legal Studies at Columbia University. He was a Research Fellow at the Kennedy School at Harvard University and a past President of the Association of Korean Political Studies. Roehrig has written numerous books and articles on Korean and East Asian security issues, North Korea’s nuclear weapons program, and the U.S.-South Korea alliance. His books include Japan, South Korea, and the U.S. Nuclear Umbrella: Deterrence After the Cold War (Columbia University Press) and The Evolution of the South Korea-United States Alliance (Cambridge University Press), co-authored with Uk Heo. Dr. Roehrig received his Ph.D. from the University of Wisconsin-Madison in political science.
