Challenges, Dilemmas, or Opportunities?

Almost everyone recognizes the salience of cyberspace in our world today. Less clear are the rapid changes that are altering almost every aspect of “business as usual”. Powerful legacies of the 20th century reinforce both shape and constrain the realities of the 21st century. The international system -- anchored in, and defined by, the power of states – must now adapt to new entities, non-state actors, new power – all driven by innovations in information and communication technologies.

Every country must now manage an unprecedented set of challenges. The “old” metrics of kinetic power must accommodate, absorb or contend with the “new” cyber power. What is “public” and what is “private”? Who controls? What about cybersecurity – and all known and unkown vulnerabilities? How will we shape our cyber future?
